So, I can get the sissy bar onto the bike, but he plastic covers on the oem mounting brackets for the panniers stop the side release handles that are on the sides of the sissy bar to slide forward. Basically, I can get the sissy bar on, but it is not locked down. Anyone seen this? What's the fix? Everything is oem and installed per the directions.

What do you mean by plastic on the oem mounting brackets?

The oem pannier brackets have plastic covers that attach to cover the panniers and give a finished look. I will try to get a pic up today.

You can download the instructions for mounting the detachable back rest from the Triumph site. It shows how to remove the pannier mounting and remount it over the back rest mounting. Click the box:
